Perez's Force India collided with Felipe Massa's Williams on the final lap while the duo were fighting over fourth place, pitching both cars into the Turn 1 barriers at speed. While both men were able to walk away from the accident, they were sent to the medical centre as a precaution.
Having investigated the incident, the stewards judged that Perez had changed his racing line which caused the impact with Massa. The Mexican will therefore drop five places on the grid for the Formula 1 Grosser Preis von Osterreich 2014 in two weeks' time.
Chilton, meanwhile, was given a three-place grid penalty for Austria after being penalised for his opening-lap crash with Marussia team mate Jules Bianchi.
The pair headed into Turn 3 side by side, but as they exited the right hander Chilton lost the rear of his car and ended up sliding into Bianchi, with the Frenchman hitting the Turn 4 wall heavily as a result.
Both drivers retired on the spot, just two weeks after Marussia scored their maiden F1 points in Monaco. It was the first DNF of Chilton's Formula One career. The Briton had recorded 25 straight finishes prior to Canada.
